Cleaning Rust/Prepping Weld Joint

I normally prefer to use new steel, as there is less time prepping the weld joint. It takes time to clean off old rust/paint/oil off old steel. I’ve never seen cost savings in using old rusty steel. On new steel, you still need to remove mill scale on hot rolled steel to get a clean weld joint.
